What does the Governance tier add over Pro?

The tiers split along a simple line: Pro serves individuals and small teams; Governance serves organisations that need to control and prove fleet behaviour.

• Free, forever: the local daemon. Receipts, passports, RCX postures, retrieval, sessions, plans, console, offline verification. Not a trial.
• Pro, £19/user·mo: hosted sync, multi-device passports, better-dense rerank. Your context follows you across machines and your passport stays one identity.
• Governance, £49/user·mo: fleet-wide cost attribution (fleet to agent to verb to receipt, nothing estimated), policy gates including human gates with enforced timeouts, and revocation that propagates: signed pull, per-agent acks, attestation at zero holders.

Metered credits (~£0.01/Cr) apply on any tier only for hosted heavy lifts (dense rerank, extraction, attestations), and every spend mints a signed receipt, so the invoice itself is auditable. Full details on /pricing.
